Notes: On the former Portsmouth Gaseous Diffusion Plant site. Campus says phase one is ~800 MW and $30-40B; OpenAI is the tenant under a 20-year lease and NVIDIA supplies compute. Plans call for ~10 GW of new generation, ~9.2 GW of it gas. OPSB case 26-0426-EL-BTX.
